If changing the download region is not working then try disabling your system antivirus program temporarily. And then restart Steam to check if it’s working now.
Fix 3: Some Other Workarounds
- If you are using any VPN or proxy then consider disabling it.
- Try flushing the Cache.
- If the error persists go to downdetector and check if it’s showing any reported outages with Dota 2.
